Sorry about seeming so hostile, every time I see 'cantenna' I think of pringles cans and crap quality. It's not directed at you. I'm speaking from experience about yagis -- I've had the issue myself during ice storms, and have heard anecdotal evidence of others with the same issues. As for kitbashing antennas, I'd rather spend the money on a decent panel antenna (Say, like one of the results in google.com/search?q=16dBi+panel+antenna+2.4+ghz) than taking the time required to make a equivalent-quality homemade antenna.

Avoid yagis for outdoor use. If you're located anywhere the temperature drops to freezing, they can get coated in ice and detune. While a radome helps, quality yagi antennas with a radome tend to cost as much as an equivalent gain panel antenna, and are more unwieldly to install and align.

This is exactly what you want to do. Dump your config to a .conf file, and make a bat that feeds the conf back into netsh via the command line. If you want, you can get fancy by having a batch menu come up to prompt for a location and find the appropriate .conf file. Otherwise, just make a batch file for each location. I've got laptops set up to switch between DHCP and loading a .conf with multiple static addresses for communication on a network where we don't pass addresses out via DHCP.
