ok, forgot to escape the $, should be command: /bin/bash -c "envsubst '\$VAR1 \$VAR2' < /etc/nginx/conf.d/mysite.template > /etc/nginx/conf.d/default.conf && nginx -g 'daemon off;'"

@shredding you can pass in variables names to be replaced - others are not touched: command: /bin/bash -c "envsubst '$VAR1 $VAR2' < /etc/nginx/conf.d/mysite.template > /etc/nginx/conf.d/default.conf && nginx -g 'daemon off;'" works for me b/c I know what they are called ...
