It'd probably help if you could reformat the question in 'requirements' vs 'nice to haves'. I worked with the author of a tool called emt_view which does the monitoring you mentioned and just runs out of cron using some sqlite databases on the server for storage so it is very light weight ebergen.net/wordpress/2010/08/23/installing-emt It isn't clear however if thats really what you are looking for.

Can you clarify what you mean by 'Targeted for EC2?' Are you hoping to run detection nodes out of EC2(it will generate a lot of false positives depending on how tight your thresholds are). Also what does 'output graphs are clear enough to make decisions' mean? Are you hoping it comes with built-in dashboards that understands your infrastructure?

Stuck means it won't answer any more requests? Is this CLOSE_WAIT on the client or the upstream? Does the error_log say anything? Can you include tcpdump output of a failed request?

I'm curious if this actually works? Is the content really that dynamic? Or are you not exporting lastmod times? I'm assuming for SEO, search engines probably rate proper Sitemaps implementations over static files as well.

You might want to look at the MySQL MEMORY engine: dev.mysql.com/doc/refman/5.0/en/memory-storage-engine.html If you are planning to deploy this as an architecture I'm curious how you plan to recover from failures, it seems like something that would be better handled by MapReduce/Hadoop.

Can you be more specific about the failure? Can you remove the hosts entry and send mail that way (thedaneshproject.com/posts/send-mail-through-smtp-using-telnet) ? Do you have a valid SPF record setup for your domain? Otherwise google will junk your mail probably (looked in your spam folder?)

Android phones(linux) do this by running each application as a separate user-id with limits on them, I second @symcbean's response below too though, there really isn't a 'right way' to do this. Each way will have trade-offs.
