This is a great answer - not necessarily the one I wanted to hear, but exactly the reason I came here for an opposing viewpoint. I now realize this is a reaction to a perception that IT is unresponsive and in turn not working WITH them to meet our needs. You hit the nail on the head with "IT needs to be able to support this initiative. It's not enough for them to just say, "No". Challenge them to come up with an alternative that meets your (very real) needs."

DMZed VLAN was originally plan B - but like it or not there is a ton of software & infrastructure that requires a domain to even be installed or even be useful. I suppose we could create and maintain our own domain - but that's clearly falls into Plan C or D territory - and certainly not something I would ever consider with a network cable even close to the real network!

That being said, your answer is otherwise on target. I realize now this is more of an issue of at least a perception that IT is not responsive or capable of filling the very role that they should. Ultimately, if IT were to provide a managed environment with Dev (full rights), test (deployment-only rights), staging (no rights), and live/production (no rights) all would be well with the world and we wouldn't have to take the additional burden of managing the environment. Sounds like a better approach to me - now to see if that can happen in the next 6 months...

This was good feedback. I identified the lack of in-house expertise as a risk, and created a to-do list which includes ensuring training and vendor support. They'll reevaluate next year, and for now will virtualize the dev environment, which will be better a training ground.
