I believe so, but why not load Server 2008R2 on the laptop with Hyper-V enabled? Then load VMware Workstation. I've not tried this because I don't use Hyper-V, but it seems a plausible solution. This way you are not limited by Windows 7.

Even the lowest-end routers I have at the office can handle 10's of thousands of requests per second. I can't imagine you'd hit a bottleneck with a home router until the 4-5000 rps range...

Even though I see this already selected as the answer, I'd like to second this - I've used GFI FaxMaker with great success. I've found it's easier to manage than the Esker solution. Also, I highly recommend the Brooktrout cards for faxing - they have T1 models. Spendy but well worth it.

If I may add, there are also several Device Control solutions that would aid in securing the laptop. I'm particularly fond of Sophos, but have also used Guardian Edge and others. These allow you to specify by policy what devices can connect to the laptop. This is excellent for helping lock down USB ports.

Something that's unclear - are you leasing these desktops and they sit in the office and users remote into them? Or you lease these and give to users to take home and use for remote access? I think this is an important clarification for Chris' answer below. You may not need any thin clients, just a virtual host for View workstations. However, you are talking about $1200/yr x40, or $48,000/yr for your current setup, or roughly the same cost one time for a new View setup and 3 years of support. Cost-effectiveness is a question for the CFO since leasing may affect write-offs.

It is my understanding that you are correct. Office includes a license to USE Communicator, but NOT a CAL to access the OCS server. These are 2 separate licenses, because heaven forbid they should make licensing easy.
