@DavidW. - two locations work with single physical repository (changes made in one location are immediately visible in second), thus - common rule will play here also

@DavidW. - two people can commit at the same time even in the same repo - commits in SVN are atomic transactions. And, because commits share common content, second (it timeline) commit will be blocked in case of intersected changes: "update before commit"

@AndreKR - you have in first location only, which is not inherited in second location. SVN* command is not better/worse, it's just a) a must b) inside location... and intersected SVN-locations (can|will) produce unpredictable results

It is worth noting existence of scm-branchwp-plugin and scm-pathwp-plugin, which allow more fine-grained ACLs - for (write) accessible repository some parts (branches or plain paths) can be write-protected
