The connection is waiting for an ACK. Can you look at the network traffic with wireshark or tcpdump?

Have you tried to run the server with strace (redirecting output to a file)? It will slow it down a lot tho, and the segfault may not happen then.

Try the hints from cyberciti.biz/tips/… - otoh it is more secure to ssh to the host and access mysql from there. For a GUI use phpmyadmin.

Do you find 3306 in the output of netstat -rn on the server? Are there any firewall rules preventing access to that port?

Sending to a specific IP-address means that it's already in the ARP-table - which can't be if it's still down. Look at this with wireshark or tcpdump.
