In your tcpdump, I don't see slow traffic (it might be too short tho). Every client gets the same ip-address 10.8.0.2? Can you omit that and rather push a route to your network 212.83.129.0?

If you happen to have an Android phone, you can check your local IP in settings -> status, it's most likely 10.x.y.z. Then visit whatsmyip.org to see your public IP. Then compare it with a friend's phone who has the same provider.

Instead of starting /usr/bin/startvnc from cron, you should start a script that does this, watching that keeps running, then restart it.

Your first action should be that you set the swappiness parameter to 0 - i.e. swap only on out-of-memory condition. Furtheron you should avoid swapping to ssd or any other flash device, because wear leveling will reduce the lifetime of your device.
