The simple pipe | is always run while || is only done in case of an error. And true is usually a binary while the colon : is a builtin and doesn't consume a PID.

In your tcpdump, I don't see slow traffic (it might be too short tho). Every client gets the same ip-address 10.8.0.2? Can you omit that and rather push a route to your network 212.83.129.0?

If you happen to have an Android phone, you can check your local IP in settings -> status, it's most likely 10.x.y.z. Then visit whatsmyip.org to see your public IP. Then compare it with a friend's phone who has the same provider.
