This would probably not be as a result of network latency, and yet you still have no guarantee of timely inter-datacenter network response times.. Having said that, 25-30ms ICMP response times would be nearly imperceptible to users if that was the only reason that the forum's front end was slowed down. I suspect there's other things at play here. Probably the database is tuned differently on the new server. I'd look into the application stack, not the network.

@yaoxing If you're running it as a service, unless you're using specific service accounts, you'll want your dbpath to be owned by root:root
