With that amount of queries and updates, I'm surprised you can get anything out of it. It simply needs more resources. There's no way you can get that amount of commands per second to perform well on 1 vcpu and that little RAM

This would probably not be as a result of network latency, and yet you still have no guarantee of timely inter-datacenter network response times.. Having said that, 25-30ms ICMP response times would be nearly imperceptible to users if that was the only reason that the forum's front end was slowed down. I suspect there's other things at play here. Probably the database is tuned differently on the new server. I'd look into the application stack, not the network.
