comment Best practices - Conditionals for Chef resources without guard attributes?
Why guard at all? yum_repository and package (action :install) are idempotent. (As a last resort, see "First-run Resources")

comment How to install tomcat for many instances with CHEF?
Have a look at RiotGames' artifact_deploy resource. Deploying Tomcat with that, you can specify different deploy_to locations. It's quite powerful. You'd have to ditch the tomcat cookbook though and handle the Tomcat configuration on your own.

comment Is there any way to dynamically change haproxy weights according to backend server utilizations?
This is what you're looking for, it's supposed to be sent to HAProxys stats socket.

comment Port to use CentOS init.d functions
This daemon helper tool makes a good start-stop-daemon replacement. It expects its argument program not to fork and takes care of restarting/stopping/checking if its running with the appropriate arguments.

comment avahi-daemon binds to eth0 udp ports 5353 and 53791
What are you trying to do? (Restricting it to localhost strikes me as odd...do you want to disable it completely?) Have you had a look at the output of avahi-daemon --debug?

comment Why can't I kill nginx processes on Debian 5 Lenny server?
From your linked nginx documentation: "You can use daemon off safely in production mode with runit/daemontools, however you can't do a graceful upgrade. master_process off should never be used in production."
