I work as a Senior Network Analyst at Northwest Educational Service District #189 in the Technology Services department.

The Technology Service department, in addition to supporting the staff at NWESD, provides network support services to 35 K-12 school districts in Northwest Washington region.

In my free time, when I am not at work or answering questions, I play a lot of video games on the PC (Steam Profile).

-1. If you read between the lines a bit it is clear the OP wants to permit US traffic to only certain ports/services. This set of rules would permit US Subnets to do anything which is almost certainly not what is desired.

using 'create user' and 'grant' automatically flushes privileges. You should only need to flush privileges if you are directly manipulating the mysql database.

You are correct. But does not use your /etc/resolv.conf at all. You can set forwarders in bind if you want. Blackhole-1.iana.org usually relates to reverse lookup for a RFC1918 address.
