I work as a Senior Network Analyst at Northwest Educational Service District #189 in the Technology Services department.

The Technology Service department, in addition to supporting the staff at NWESD, provides network support services to 35 K-12 school districts in Northwest Washington region.

In my free time, when I am not at work or answering questions, I play a lot of video games on the PC (Steam Profile).

Can't you just just open up access from anywhere. It sounds to me like you are just making things needlessly complex without adding much value. What value is there in limiting access to specific hosts, and then setting up a proxy so you aren't limited to access from specific hosts? Can you just setup a lightweight VPN (ssh/stunnel) on one of your servers if you are worried about transport encryption?

There may be a possible way. I still think you are trying to do this the wrong way. Setup a reservation on the DHCP server, and let the server send the correct address. Past that do a search on send dhcp-requested-address. It appears that under some conditions that will allow you to request a specific address.

I see your script is referencing your home directory. Is that folder mounted and available at that point in the boot process? Have you enabled encrypted home directories?

I guess I was assuming you where running this on a server which would I don't think has any splash screens enabled. If this is a desktop system with a GUI then a lot of the startup messages are likely to have been hidden.
