I found this script and was wondering if this is just overkill and even worth using?

Is it better for me to just use mod_security?

    Bad bots won't listen to robots.txt regardless.

The robots.txt file is only parsed by the robot. The webserver does not use it to decide if a client with that user-agent is allowed to access your website or not. A malicious bot will most likely ignore this file.

If you want to improve security, mod_security is a much better way to do it.

I use mod_security to block bad bots like this:

SecRule REQUEST_HEADERS:User-Agent "CareerBot" "deny,log,noauditlog,severity:2,msg:'Spiderbot blocked',status:403"

Of course this would mean to add such a line for each and every "bad bot", so a better maintainable way would be to have a file like badbots.txt having one bot UA per line, and then use

SecRule REQUEST_HEADERS:User-Agent "@pmFromFile badbots.txt" "deny,log,noauditlog,severity:2,msg:'Spiderbot blocked',status:403"

For the real bad bots, I use Fail2ban directly. It even ships with a "badbot jail" to start with, where you can simply add more bots as you encounter them. This way they do not simply encounter 403 errors on each page they access, but they get blocked on their first try via iptables, which keeps them (almost) completely away from your server(s).

As Renan already describes in his answer (and the comments state as well), I can confirm from my experience that only very few bots really obey the robots.txt, so I stopped caring for that one (except to set up honeypots – i.e. putting non-existing directories in their disallow part which I then can parse from Apache's error logs to block those "bad guys" as well).
