I recently upgraded my firm's Mac Mini device to El Capitan from Yosemite, and encountered several issues during the upgrade. I've gotten most of them resolved but one that's still failing is the SSH connections. The machine is able to SSH into other devices but it's ability to receive incoming SSHD connections seems to be partly broken. Password authentication no longer works on the machine at all. I've confirmed multiple times that the user name and password are correct. I can log in locally without any problems with the same credentials. I think this is relating to the UsePAM setting in sshd_config since, when I turn this off, public key authentication begins to work, but when it's turned on it does not.

In both scenarios, however, password authentication fails 100% of the time. I've tried upgrading the OpenSSH version on the Mac to 7.1p2 but this breaks public key authentication altogether, with passwords still failing. The Mac version is still 6.9, as this is the only version with which I can access the system at all. I'm including all log outputs I can think of, but I'm at a complete loss.

sshd_config:
