I'm trying to set up a Nginx web server for serving file downloads.

Let's say that my server has the capability to upload at maximum 1Gbps, is there any way I could make Nginx spread the bandwidth equally for the clients downloading from it, so someone who has 1Gbps connection doesn't bottleneck the whole server and slow down everyone else?

I know Nginx can limit concurrent connection and bandwidth per connection but this is a hard limit. If the server only have 1 client (1Gbps) downloading from it and I've capped it to 100Mbps then I'm wasted 90% of my server bandwidth.
