I'm looking for a way to implementing traffic shaping in a way that dynamically shares a connection among all users while preventing any one user from monopolizing the bandwidth. Ideally all users who are not using more than their share should get real time priority while the over-user would be queued.

As far as I can tell, dummynet can accomplish this by setting up a queue with a source IP mask to dynamically create flows per IP. However, I'm using PF on FreeBSD and am looking for a way to accomplish this natively within PF. Is there any way to accomplish this without manually creating queues for each user statically?
