I want to set my vsftpd configure for an specific virtual user to create files with the following permissions:

 rw-r-----

but I'm having a hard time deciding what bits should go to file_open_mode and which ones to local_umask. My current configuration is:

file_open_mode=0666
local_umask=0027

but that seems completely arbitrary to me. It should work equally fine with

file_open_mode=0640
local_umask=0000

right?

Which criteria is the appropiate to decide which bits must go to each directive? Specially when the file_open_mode is set for this specific user (and thus overrides the global setting).
