So we have some compliance requirements around who/what can see data in a database. Ideally we'd like it only to be usable by the service that is in question -- and the user authorized to see the data from our system (ie, external user with a login to their own data).

We run a lot of oracle here but also SQL server and others. Appreciate as generic an answer as I can get.
