Can HP blade server/any server units be run as stand alone workstation?
No. They cannot. The blade server requires an enclosure in order to provide power, networking and downplane/backplane connections. It is useless without this.

You can just query the OS for this information. As an example, on Linux cat /proc/cpuinfo will show you detailed information about the CPU of the system, including its speed.
